On Saturday December 22, 2013, at 11:51 p.m., East Precinct officers respon ded to Portland Adventist Medical Center on the report of a walk-in gunshot victim in the Emergency Room.
Officers arrived and contacted the victim, 31-year-old Keytar Plaza Donesouda, who was suffering from a non-life-threatening gunshot wound. Donesouda was transported by ambulance to a different hospital and officers spoke with his girlfriend, 33-year-old Xaykham Chanthavong.
Officers learned that the shooting occurred outside a residence in the 3300 block of Northeast 122nd Avenue and involved a dispute over alleged stolen Christmas presents. The suspect was identified as 44-year-old Martin Luther Hartley, and he was subsequently arrested without incident.

Hartley was arrested for Attempted Murder, Assault in the First Degree, Felon in Possession of a Firearm, and Unlawful Use of a Weapon.
The victim's girlfriend, Chanthavong, was arrested for Unlawful Use of a Motor Vehicle and Possession of a Stolen Motor Vehicle after officers determined that the truck she drove the victim to the hospital in was stolen.
Chanthavong and Hartley will be arraigned later today. Donesouda remains in a Portland hospital recovering from his injuries.
