Governor Tina Kotek announced that Analog Devices, Inc. (ADI), Lam Research, and Siltronic have finalized their Oregon CHIPS Act contracts. The funding, which will begin flowing to the projects this month, supports the expansion and modernization of semiconductor manufacturing and research at these companies.
“The Oregon CHIPS Act is key to maintaining our state as a national leader in the semiconductor industry,” Governor Kotek said. “These investments represent another milestone, and I look forward to the modernization and expansion that they will deliver to Oregon facilities and the benefits to our community as this industry continues to thrive.”
“This announcement is huge win for Oregon. With these investments, we will see Oregon's STEM education opportunity prosper for all Oregonians from cradle to career, grow more family-wage jobs, create more customers for local Oregon businesses, and attract more innovative entrepreneurs to our state. This is how we stay competitive in the 21st Century and beyond,” State Senator Janeen Sollman, co-chief sponsor of Senate Bill 4 said.
“The announcement today helps Oregon remain competitive and further establish the state as a leader in semiconductor manufacturing and research,” State Representative Daniel Nguyen, Chair of the House Interim Committee on Economic Development, Small Business, and Trade, said. “These state investments will aid Oregon companies as they compete for additional federal funding to grow the industry, jobs and Oregon’s economy.”
“Oregon has led our nation in semiconductor and high-tech manufacturing for decades,” Oregon Business Council President Duncan Wyse said. “The success of semiconductor companies in our state has a direct impact on the long-term well-being and prosperity of Oregonians and our economy. The Oregon Business Council is thrilled to see these projects advance thanks to the Oregon CHIPS Act.”
Lam Research is receiving $22 million for the construction of a new research & development facility on their Tualatin campus. ADI is receiving $12 million for expansion of their Beaverton facility. Siltronic is receiving $2.2 million for modernization and expansion of their Portland facility.
Business Oregon recently announced the next round of the Oregon CHIPS Act funding. This round will offer at least $10 million in funding opportunities. The deadline to apply is Monday, July 1, at 5 PM PDT. Instructions and applications can be found here.
The Oregon CHIPS Act (SB 4), signed into law during the 2023 legislative session, dedicates $240 million to develop a grant and loan program to support semiconductor businesses looking to expand in Oregon, providing the opportunity for significant federal funding support provided by the CHIPS and Science Act that Congress passed and President Biden signed in August 2022. It also funds $10 million to help communities prepare land for manufacturing sites and $10 million for a University Innovation Research fund that will help public universities secure federal research grants.
The Governor’s Office, in partnership with Business Oregon, has been working to distribute the funding to projects.
