A St. Helens man has been arrested in connection with a shooting in downtown Portland Monday afternoon.
Police say a cyclist was shot by a man in a car near Southwest 4th and Market. The man was hospitalized with non-life-threatening injuries.
Using surveillance video from businesses, police identified the suspect at 29-year-old Sylus Noe. He's charged with assault, unlawful use of a weapon and reckless endangerment.
